On December 2, 2016 a fire occurred in Oakland California that claimed 36 lives in what was known as the Ghost Ship. Immediately questions of legitimate use of this building for the specific purpose(s) and how the use was allowed to continue. Research and document failures to achieve fire prevention through the five E’s in this case. Discuss these failures assigning responsibilities for each failure. In your report’s Findings section, identify what person or agency is failed to meet their responsibilities in assuring safety for those who died.
