Write an essay that addresses the following question: In the words of former UN High Commissioner for Human Rights, Louise Arbour: ‘The obligation to respect and enforce human rights rests on states’.

Explain how international human rights are implemented within Australian law. Describe the human rights protections available to Australians at both the domestic and international levels. Discuss two international treaties and outline and discuss how each of them have shaped government policy and Australian law within the context of human services.
